Jail System Master Plan

In February 2025, in response to recommendations from CGL Companies following a peer review of project documents for an Intake and Health Services Facility (IHSF), the Board of Supervisors directed the County to conduct a comprehensive Jail System Master Plan. In April 2025, the County moved forward with a Request for Qualifications process to conduct this work, selecting Health Management Associates (HMA) as the consultant.

In September 2025, the County entered into a Second Memorandum of Agreement. The MOA established timelines for completion of the Jail System Master Plan, also referred to as a Correctional Facility Master Plan.

By October 30, 2026, the County was required to provide a written report that details Jail physical plant remediation options, with associated cost estimates, recommended project delivery methods, project timelines, and other relevant matters. The Correctional Facility Master Plan was required to include:

  1. the inspection, assessment, inventory, and analysis of existing County facilities,
  2. a detailed Jail population analysis that includes assessment of the Jail population’s mental health care service, medical care service, and Americans with Disabilities Act (ADA)/Disability-related needs,
  3. an operations assessment including compliance with the Mays Consent Decree requirements for ADA/Disability accessibility, mental health care services, and health care services to meet the needs of the Jail population, and
  4. space planning and assessment.
