Thomas G. Campbell was appointed as the County Executive in
May 1972 after being recognized by the supervisors for his
frugality during adoption of a budget that produced a nearly a 10-
cent tax rate decrease.
Campbell came to Sacramento in 1958 to take a civilian job with
the Corps of Engineers and after several months, accepted a
position with the Sacramento County Department of Public Works. During his tenure, Campbell
was responsible for carrying forward a major capital improvement program which included the
construction of the county branch center, a new office for the sheriff’s department, new branch
libraries, beginning construction of the administrative center and a remodel of the jail.
Among Campbell’s significant accomplishments were the approval of federal revenue sharing
funds to be used only for capital improvements or other one-time projects rather than for
ongoing program and the reorganization of operations to bring a number of departments under
agency administrators. Campbell left the position of County Executive in March 1976.
A San Antonio native, Campbell graduated from Texas A &M University in 1937.
